In an aim to help victims of ill3gal recruitment, President Duterte signed a law that creates an Office for Social Welfare Attaché that OFWs can reach in times of need.
The office will be operational under the Republic Act no. 11299 amending the Republic Act no.8042 or the “Migrant Workers Overseas Filipinos Act of 1995”.
In the newly published law, the Department of Social Welfare and Development (DSWD) will be tasked to deploy social welfare attaches in different countries with a huge number of OFWs.
The main task of these social attaches is to manage the cases of bad treatment towards OFWs, conduct surveys regarding the condition of OFWs, create a social welfare agency and monitor the complaints raised by OFWs as well as their families.
Furthermore, the new law will prioritize the needs of OFWs who will be needing psychosocial services or those who are victims of ill3gal recruitment and other forms of bad treatment towards them.
The new office will get its budget from the DSWD. The implementing rules and regulations, on the other hand, will still be handled by the Department of Foreign Affairs (DFA), Philippine Overseas Employment Administration (POEA), Department of Labor and Employment (DOLE), Department of Health (DOH) and Overseas Workers Welfare Administration (OWWA).
