The Overseas Workers Welfare Administration (OWWA) offers reintegration program for Overseas Filipino Workers (OFW) as a way of mainstreaming returnees back into the Philippine society.

For OFWs who have finished their contracts and those who do not wish to return abroad, OWWA offers livelihood programs are offered to them. For distressed OFWs, the same programs are offered as means of self-employment to generate income for their families even after their work abroad.

Balik-Pinas! Balik-Hanapbuhay! Program

  • This program provides help for returning OFWs who were displaced from their jobs due to their host countries having war or political conflicts. OFWs who are victims of illegal recruitment can also benefit from this program. A livelihood package amounting to PhP10,000 will be given to them.

Eligible beneficiaries include OWWA members both active and inactive. The program can only be availed after beneficiaries spend one year in the Philippines from working abroad.

Overseas Filipino Workers – Enterprise Development and Loan Program (OFW-EDLP)

  • This OWWA program is formerly known as OFW-Reintegration Program (ORP). This is a loan facility of OWWA for enterprise development through the cooperation of Land Bank of the Philippines (LBP) and the Development Bank of the Philippines (DBP). They aim to support OFWs on their enterprise development.


  • Certified OWWA members, active and non-active
  • Completed the Enhanced Entrepreneurial Development Training (EEDT)

Eligible projects include franchising business, Agri and non-agri production/manufacturing, transport service, construction/rental service, service/trading business, any viable project.
